Mandatory training has a shelf life — first aid certificates run two to three years, working-at-heights and confined-space tickets need periodic refreshers, and site inductions expire per site. On any given day, a workforce of fifty carries a few hundred live certifications, and some are always approaching expiry. The lapse is invisible in daily work: the person is just as capable on Tuesday as Monday. It becomes visible when an auditor samples the training matrix, or worse, when an incident report reaches the line 'was the employee's certification current?'
